The New York City Fire Code says building owners must file a Building Information Card (BIC). This is in Section FC408.9.4 and Fire Department rule 3 RCNY 408-01. The BIC must show non-sequential floor numbers in buildings 150 feet or taller. This is for buildings in Occupancy Group R-2.
This includes buildings with vanity floor numbers or those that skip a floor (like no 13th floor).
Filing requirements

All filings must be done online.
There are no paper forms for this filing.

- Write a cover letter: Show changes made.
- Include Building Information Card (BIC) plans.
- No fee: You do not need to pay for this plan submission.
- Link previous records: Use your reference account number (FPIMS number) and premises ZIP code. It is best to link your old record at the start of the application.
- If accepted: The Fire Department will email you a letter saying you are accepted.
- If there are problems with your application: The Fire Department will email you a letter saying what is wrong. You must fix the problems and send it back.
- Submit the completed application online with all supporting documents.
