Pet Dealer License

If you sell more than nine dogs or cats each year, you need a Pet Dealer License. The New York State Department of Agriculture and Markets gives out this license.

Most pet sellers also need a Sale of Small Animals (Pet Shop) Permit. This permit comes from the New York City Department of Health and Mental Hygiene.

In New York State, you cannot:

If you breed and sell fewer than 25 animals a year from home, you do not need this license.
